How do I create an internal ("office") project?

Besides work tasks, you can use the service for:

For this purpose, create a project called "Internal office life" and subscribe all employees to it. Leave this project without a lead or assignee, set tasks to "any employee" or "no assignee", and put them on pause. This way the project tasks will not interfere with employees' main work.
